Users upload files to workorder

There are times where a user needs to upload a file to a workorder. Some of these files need to be viewable by internal users only and other times they need to be visible to clients and agents.

Users would like to have the ability to add files to the workorder and determine if they should only be visible to internal users or to some or all of the contact roles on the workorder.

All files, regardless if internal/external, should be accessible to the inspector through the mobile app.
