Show more than 3 inspectors in dispatch and improve map visibility

Users want the dispatch view to show more than three inspectors at a time so schedulers can compare a fuller set of options when assigning jobs. They've also reported that the map is hard to see or use in its current form; they're asking for a clearer, more usable map (e.g. full view or better sizing) so location and distance are easier to use when deciding who to send.

Why it matters: Schedulers need to see enough candidates and use the map to make good dispatch decisions; limiting to three and a hard-to-read map slows them down, especially as more regions move to standalone.
