Repair list should not clear when going back in the flow

Users have reported that in the repair/quote flow, going back (e.g. to change something) clears the list of items they had already added. The request is to fix this so the list is preserved when navigating back, or to confirm that a recent fix has already addressed it.

Why it matters: Agents and clients say they lose work when they step back to adjust something, which is frustrating and slows them down.
