Prevent Inspector from being booked without the block being visible to the inspector or schedulers

There are times (typically for disciplinary reasons or in preparation to exit an inspector) where managers do not want them to get jobs scheduled on them and they do not want to make it known to the inspector or schedulers that they should not be scheduled.
