Contact search by phone: normalize matching on digits (ignore formatting)

Context

From Apr 1, 2026 Attik Review. In legacy systems, search could fail when formatted vs unformatted phone numbers did not match (dashes, parens, etc.), causing missed duplicates and missed lookups.

When searching by phone, match on normalized digits regardless of punctuation/formatting entered or stored.
