Allow for panning over entire zoomed in image

When viewing pictures on defects that have multiple images/videos associated there is a function that allows to zoom in once on the image however the cameral roll bar at the bottom of the screen blocks the bottom part of the image. Users are looking for a way to move the image around so they can see all parts of the image. Maybe the camera role bar goes away when the image is zoomed in on?

This causes some issues when inspectors are reviewing findings onsite with clients and they cannot clearly show the entire image
