Agreement Assignment Matrix

Users want a single assignment matrix (or similar view) where they can assign agreement templates to multiple services at once, instead of opening each service one by one to add agreements. Today, assigning the same agreement to several services means repeating the process per service, which is slow when many services use the same agreements. Staff and admins want a faster way to see and set which agreements apply to which services from one screen.

Why it matters: Configuring agreements across many services is quicker and less error-prone when it can be done in one place instead of per-service.
