Admin fee modifier should apply when chosen inspector is on the job, even with multiple inspectors

Users want to add an extra admin fee for specific inspectors on specific services. Right now the modifier only applies when there is a single inspector on the work order; when multiple inspectors are assigned to the same job, the fee does not apply even if the chosen inspector is one of them. Users are asking for a simpler rule—apply when this inspector is one of the inspectors on the job—without having to create a second group with "IS NOT" for every other inspector.
