Add repair or quote items not on the inspection report (with a nudge and photos)

Users want a prompt after adding report-based items—e.g. “Anything not in the report you’d like to add or get a quote for?”—so clients can easily add cosmetic or other work into a Thumbtack repair quote. For those items, they want to enter a description and attach photos (e.g. drag-and-drop or upload) so contractors have the full picture when they request quotes.

Why it matters: Agents and clients say they need to get quotes for post-move-in or off-report work without leaving the portal, and want to send photos so contractors can quote accurately.
